At TRAA Day on the Hill we proudly reaffirm our commitment to protecting and advancing the towing and recovery industry at the state and federal levels. As the largest provider of towing, recovery, and specialized transportation in the United States, we understand that advocacy is critical to ensuring safer roadways, stronger legislation, and sustainable industry standards.

 

Move Over Law Awareness & Enforcement

Our primary focus remains strengthening Move Over Law awareness and enforcement. According to the CDC and NIOSH, (According to government agency statistics including NHTSA, NIOSH and OSHA the towing industry has one of the highest occupational fatality rates in the nation, with the towing industry losing over 66 towing operators annually on our nations highways. The incidents of struck-by when a towing operator is struck and critically injured are much higher but statistics for these incidents have not been historically tracked and only in recent years have efforts begun to track these numbers. Additionally, NHTSA reports that fewer than 30% of Americans are aware of Move Over laws.

Guardian advocates for increased Move Over awareness, expanded public safety campaigns, enhanced digital highway messaging, and the inclusion of Move Over education in driver licensing programs. Protecting roadside professionals and all first responders is a shared responsibility — and a vital component of safer roadways for everyone.

 

Positioning Tow Operators as Essential First Responders

Tow operators are often first called to the scene of major accidents, natural disasters, and infrastructure emergencies. Guardian supports formal recognition of tow operators as essential first responders, ensuring access to disaster zones, emergency planning committees, and infrastructure funding.

Our Catastrophe Response capabilities include aircraft recovery, train derailments, flood response, heavy-duty towing, and generator transport. Advocacy ensures the industry receives the recognition and protection it deserves.

 

Advocacy Beyond One Day

We support policies that improve highway safety and strengthen the professionalism of the towing industry. One key priority is effective Traffic Incident Management (TIM), which helps clear roadway incidents quickly, reduce secondary crashes, and restore normal traffic flow. By supporting quick clearance laws, TIM-certified responder standards, and stronger coordination between towing companies, Departments of Transportation, and law enforcement, Guardian works to ensure incidents are handled safely and efficiently while protecting motorists and first responders.

Guardian also advocates for transparent municipal and police towing rotation contracts that promote fair rate structures and performance-based management programs. These policies allow responsible towing providers to invest in advanced recovery equipment, workforce training, and improved safety standards while maintaining strong partnerships with municipal, state, and federal agencies. Through industry advocacy efforts like TRAA Day on the Hill, Guardian Fleet Services continues working to advance Move Over Law reform, public education, and policies that protect tow operators while making America’s highways safer for everyone.
